Whats going on this week on the council is pretty much limited to a general government committee on Monday and then a Town Hall Meeting on Thursday. Be there or be square.

I encourage everyone to attend the town hall meeting on Thursday. It looks to be a hoot. And, since the city is planning on having these at regular intervals, its best to get one under your belt before you really have something to bitch about.

The GG committee will meet on two topics, the downtown walking patrol, and something, I kid you not, called "Social Behaviors and Perceived or Real Issues of Public Safety in Downtown Olympia."

The crux of the downtown walking patrol is that while arrests are up 30 percent since 2004 calls for service are down 30 percent. This indicates (to me and the person who wrote the report) that the officers are being a tad less back on their heals about things.

The report ends with a very good point:
Enforcement is good at what it is designed to do – addressing crime problems. However, the issue behind some of the perception of safety problem in the Downtown is anti-social behavior, not crime. For that reason, enforcement (i.e., policing) alone is not going to resolve the Downtown perception of safety problem.

The community may choose to look at other resources that are designed and equipped to address social issues (e.g., mental health, substance abuse, employment, medical, housing services) for effective approaches to the perception of safety problem.
Being a jerk in not illegal, and cops aren't going to arrest you just for being mean.

The other topic for the GG committee this week is to discuss a memo written by councilmembers Doug Mah and Jeff Kingsbury that advocates a handful of ordinances that will clean up the perception of downtown being an unsafe place.

The Doohickey Project (www.infoshop.org/wiki/index.php/Doohickey_Project) is a cross-country tour this fall whose aim is to open a forum for people of all genders to discuss reproductive and sexual health with an emphasis on abortion options. There will be a variety of workshops and discussions facilitated by the Doohickey Project and Olympia community members. enjoy free food, childcare, share birth stories for a local zine, and pick up information from the tour distro. Here is the layout of the evening:

5pm- 7pm An introduction: Outlining some ancient fertility control methods practiced in various cultures, recognition of some of the ways white supremacy has affected people of color's reproductive health and abortion access, and how to be an ally to transgendered folks.

    • Menstruation, physiology and fertility cycles
    • Anatomy and Self-examination
    • Abortion options
    • Facilitated discussion

7-7:30- Pad Making workshop and short local film on Cervical Exams

7:30-9- "Birth Choice, a Reproductive Right"-workshop facilitated by Jade Crown. Outlines the history and politics of Midwifery, birthing, and reproductive health.

9pm- Film Screening: "Jane", about an illegal underground women run abortion clinic in the 70's.

Port Militarization Resistance Public Intelligence Briefing

Yesterday, several observers saw a military vehicle driving through downtown, turning toward the Marine Terminal. I got several calls and saw some emails go out about this as well. This is a public follow-up for purposes of rumor control and information sharing.

I have so far seen nothing on the quay at the Port's Marine Terminal which would indicate a military operation is present or expected. The front gate is standing open (on both sides of the security booth) and the MARSEC level is Yellow 1, which presumably is low. Yesterday evening the Franklin Street security booth was not even occupied. The Plaza's observation deck is open, the guest moorage is open, the interior guard shacks seem to be unoccupied, and the quay is open and empty, except for some stray aluminum and some footings for the Alberta oil sands project equipment which went through last week.

The Cape Island and Cape Intrepid, two Roll-on, Roll-off ships which have loaded or dropped military cargoes here before, are at their accustomed berths in the Sperry Ocean terminal at Tacoma, near 'Old Town' and Harry Fain park on Schuster Parkway. They are high in the water, meaning they are empty. About 4 or 5 feet of rudder is clearly visible, meaning these ships would be unstable in rough weather if they were to go out to sea right now. We were unable to see the quay there, but loading operations were definitely NOT going on - the ramps are up.

The Olympian has reported earlier this week (Wednesday?) that the Port will host a multi-agency "mass casualty" event at the Airport, next Thursday from 11AM to 2PM or so. This will involve more than 30 agencies, and we have seen some preliminary work being done probably to coordinate this work. See the Olympia IMC webpage for more information on that.
