And I would bet that the people doing that are not actual Iraqi people who want the US out, but rather rabid Jihadists wanting to spin the country out of all control or into chaos. So they're working (directly or not) for King George. They are leaving him the perfect excuse for staying the course.
Actual defense against occupation seeks to bottle up the occupying forces into the cities and towns, where harassment and surveillance is easier - and cut the supply lines when they move about anywhere else.
This wears them down by forcing them to do house to house indignities and set up checkpoints. This in turn erodes public support. Simply killing rescue workers and bystanders is not 'clever,' it is homicidal terror.
Clever is having a sniper ready for the response team, and choosing one's targets. Fnord.
