From The Olympian:

The county’s three biggest cities are negotiating an agreement to share equally any water they might gain from the former Miller brewery.

And now...

Meanwhile, one of three commissioners with the Thurston Public Utility District said he’s disturbed by the pending agreement among the three cities.

The utility provides water to 1,200 households in and around the Tanglewilde area outside Lacey. It has bought its water from Olympia for three decades. But the city recently told the district it doesn’t want to sell water to the PUD indefinitely and the district should make efforts to find it elsewhere, Commissioner Paul Pickett said.

The utility has told Olympia officials it wants to be included in discussions with the other two cities, the commissioner said.

“To have the three cities doing this is cutting us out,” he said.

It also turns out that we're talking about a lot more water than originally reported (400 acre feet per year):

In August 2005, the brewery had rights to withdraw up to 7,420 acre-feet a year for industrial purposes, according to the Washington State Department of Ecology. An acre-foot is about 325,851 gallons.

I think the cities should ban

I think the cities should band together, and invite the PUD to the table if needed. This about responsible management of our resources, and I think we should have a say in it. When Mr. Pickett says he worries about being cut out, to me that sounds like he's more worried about revenue from water than he is about people having water.
