The Northwest Indian Fisheries Commission has put out an excellent State of Our Watersheds 2004. Free CD or DVD available.
» WRIA (Watershed Resource Inventory Area) 13 covers the Deschutes River Basin. Kudos to everyone involved in putting this report together.

Anyway, while Sarah mentioned the Watersheds Report, I also wanted to point out another new thing we're doing at the commission. We installed Moveable type on one of our servers awhile back and we've started using it to post our news releases, Being Frank, and NewsNet. You can subscribe to our RSS feeds and everything. Newsnet had been an email newsletter, but spam filters being what they are, we decided that MT was the way to go.
