Does seem to me that the U.S. leaders and puppeteers will need to be appeased. They will want to keep their reps as tough cowboys, strict fathers, world cops, and stealth powers. Oh and they won't want to lose any money.
So my guess is that soldiers won't be brought home until everyone who benefits from this war can keep their reputations and their money, and can use the decision for greater political goodies.
