This morning whilst walking my dog around Lion's park, I noticed the sprinklers were going. It get's worse: most of their projectile landed squarely under the trees landing in areas where not only was nothing growing, but where nothing was intended to grow--covered in bark.

Exactly. Just kindly notify the city.
In my time on the council, I was repeatedly amazed at how people would take something as minor as a possibly misdirected sprinkler as proof that "THE CITY IS INCOMPENTENT AND EVIL!" Usually with no information and no attempt to get any.
Don't even get me started on the woman who screamed (via email) that the city was running a parking ticket scam, and she would never come downtown again, because she got a ticket when she parked at a 75 minute meter. (Note: Olympia does not have 75 minute meters.)
