» WA State is one of 3 states that still taxes home medical equipment. This is the 8th year that the Pacific Association of Medical Equipment Suppliers (PAMES) has presented bills (House Bill 1324 and Senate Bill 5648) to the WA State legislature to remove the sales tax on home medical equipment (HME). Until now, all medical equipment suppliers in WA have absorbed the sales tax for their patients. In a opinion letter dated 8/7/07 the Department of Revenue wrote that the patient has final responsibility for the sales tax. Based on this opinion and the shrinking reimbursements from Medicare, Medicaid and private insurers we are now forced to pass the sales tax on to the patients. This can amount to a substantial out of pocket expense (i.e. sales tax on a $20,000 wheelchair = $1,780.00 plus co-pay and deductible) for a patient. With the escalating costs of health care, health insurance, and prescription drugs, paying this sales tax will have a significant impact on patient's lives and pocketbooks. Representative John Lovick facilitated a meeting with Speaker of the House, Frank Chopp. After presenting the facts, the Speaker acknowledged that he had some misinformation about the bill, i.e. he thought the loss of sales tax to the State was much higher than it really is. He agreed to assign one of his staff to become fully briefed on the effect of the legislation and report back to him. The very important thing that he said is that he has not heard from the citizens of WA. Rep. Lovick emphasized the same thing. OUR LEGISLATORS NEED TO HEAR FROM US. Now that we have Speaker Chopp's attention, this is the year to get the legislation passed and you can help accomplish this by contacting your legislators. Every voice counts. One person can make a difference. The leadership of PAMES has done an excellent job of creating a website for you to go to http://www.notaxonhomemedicalequipment.org/. You can learn more and click on Contact your State Representative to find a link to the email for your state representatives. There is also sample language for you to use. The citizens and patients of Washington need all the support we can garner for passage of these bills. The legislators need to hear a loud voice. We are not asking for special treatment, only parity with the 47 other states who are not required to collect sales tax on home medical equipment, yet receive the same reimbursement dollars as WA State HME providers. I am writing to request that you consider supporting SB 5648 or HB 1324. Persons using prescribed durable medical equipment for hme and mobility enhancement are often already financially challenged, and are always deserving of some level of compassion and support. Adding sales tax to such devices is crass and uncivilized. These are devices that enhance or support basic life functions and aid an individual to more fully participate in the community and world around them. Adding sales tax is simply adding insult to injury. I would gladly suffer the loss of revenue and the chance of a slight increase in tax elsewhere that these people will not have to suffer the indignity of being forced to pay a tax on a medical necessity.

Submitted by JstPlnOnry on Wed, 02/20/2008 - 11:49pm.I should really pay more attention to this too I guess, given my youngest kiddo uses a lot of home medical equipment (IV Pole, Kangaroo Pump, Sat Monitor, Hill Rom Vest, a Pulmonade Nebulizer, Kangaroo Bags and Right Angle Tubing, Oxygen, etc.)
We have such great insurance, we never see a bill or pay a penny for any equipment, clinic visits or hospital stays, medication so I've never really considered any additional expenses we might incur somewhere down the line.
I'm sure a wheelchair will be in her future sometime, maybe even a powered scooter but I just assumed insurance will pay for it...

You will get a list of the three elected officials for this area. Click on "email" for any one of them. Fill out the address form again and indicate which bill you are supporting/opposing. Type your comments, select the box that copies to all your elected critters. Send it. Nothing like following up with a phone call if you are real serious about an issue.

I have to go to Seattle tomorrow morning, kiddo has a 9 AM CF Clinic visit so we have to leave by 7 which means I have to get up at 5 to get her up so she can do a good breathing treatment before we leave! Poor thing, those treatments take 2 hours for her to do! She has to inhale 2 meds through an oral nebulizer. After the first med, which takes 30 minutes, she has to wear a vest that vibrates her for 30 minutes, do her second inhaled med which takes another 30 minutes and then do another 30 minutes of her vibrating vest. We had to cut her school classes down to 4 because she was having to get up at 5 every morning to do her treatments and she was exhausted and so low on energy. Now she just has to get up at 7 and be at school by 10. Thank goodness for 504 plans!
I've put a shortcut on my desktop for that site and I'll fire off something tomorrow FOR SURE!
