"Government has an obligation to get the most out of each tax dollar, and the only way to ensure efficiency is to put projects up to competitive bids in the private sectors.

If the Palkovitz family can offer the best package for the best price, they deserve to continue operating at Tumwater Valley.

But the city, on behalf of taxpayers, has an obligation to test the market."

This quote comes from an editorial in today's Olympian.  The Palkovitz family operates the restaurant at Tumwater Valley Golf Course.  I take a different position that both the City of Tumwater and The Olympian.

Why can't the operators just lease the space and run an independent business?  What is there that needs to be "bid"?  It would seem to me that the most profitable way for the City of Tumwater to protect the taxpayers interest is to lease the space and not get involved in the operations of a private business.  If the City of Tumwater knew anything about running restaurants, this conversation would be over.

The problem with business today is that everything is based on the "best price".  So we have a market where the best price includes lead paint in childrens toys.  Whatever happened to loyalty and relationships in business?  If the operators of the restaurant put together the best proposal on paper and the business fails, how did this protect the taxpayers?

I think the editorial in The Olympian is oversimplified, but it's a safe bet for the only newspaper in the area when it comes time to submit their bids to municipalities for public notices.  Where is the competition then?  Who is protecting the taxpayers then?

See Larry...

This bridge is burnt...

Reminds me of a song:

Nobody's fault but mine
It's nobody's fault but mine
Try to save my soul tonight
Oh, it's nobody's fault but mine

Devil he told me to roll
Devil he told me to roll roll roll roll
How to roll the log tonight
Nobody's fault but mine

Brother he showed me the gong
Brother he showed me the ding dong ding dong
How to kick that gong to life
Oh, it's nobody's fault but mine

Got a monkey on my back
M-M-Monkey on my back back back back
Gonna change my ways tonight
Nobody's fault but mine

I will get down rollin' tonight
N-N-N-Nobody's fault but mine.

I think Led Zepellin said that...

My take

Larry, Good day. (Bet you wish you were playing golf?) My understanding is that since Migel's 'closed' the many different restaurants have had a hard time making a profit at this location for any number of reasons. I could be wrong, but I was told that the Palkovitz family only pay a percentage of their monthly net (or gross) to the city in the form of a lease. I also heard this same information from one of the bartenders (Chris) a few years ago. This arrangement may have changed. Regardless, I think the city did a good thing when they purchased the golf course. The crew that is running the pro shop and the course have done a good job upgrading the entire place. It is getting expensive and very busy, but playing a round of golf sure beats working.

DJW, thanks for the insight

One thing I learned years ago is if I wasn't afraid of learning something, I'd learn something.  All I have to do is let it be known.

The golf course is great and I'd be the first to say that the restaurant is just OK.  My thought is that the city loses nothing on a straight lease, regardless of who the tenant is.  By allowing the tenant to make more at certain times of the year, it cushions him for the lean months.

I watch Canyon Creek Grill fight this same issue with Metropolitan Parks of Tacoma.  The idea that the city go "out to bid" is sort of a poke in the eye to the existing tenant.  Of course, everyone knows the score before the game is started.

Thanks for your input.
